Dollar Energy Hardship Fund Program

Dollar Energy Fund, T. W. Phillips Gas and Oil Co.'s Hardship Fund Program, provides energy grants to customers for use in reducing past due balances or restoring service to terminated utility accounts.  Customers with low incomes who still have service must have exhausted all other available energy assistance programs.  To find out if you qualify for a grant, call our Universal Services department at 1-866-276-4055.

You, our T. W. Phillips Gas and Oil Co. customers, help to support the Dollar Energy Fund with your donations.  For every dollar that you contribute, a dollar is also contributed by T. W. Phillips.  These contributions help Dollar Energy Fund to provide grants to families who need help with their gas utility bill.

If you would like to donate to the Dollar Energy Fund and help a family in need, indicate your contribution on the remittance coupon of your monthly bill and add it to your payment amount.  For one-time donations, simply enclose with your bill payment a separate check made payable to the Dollar Energy Fund.  Thank you for your support!

Dollar Energy Fund Proposed Grant Program Guidelines for the 2009-2010 Program Year
 
Program Dates:
October 1 - November 30
Between October 1 and November 30, 2009, an applicant's service must be off or there must be an active termination notice pending on an account.
December 1 - January 31
Between December 1, 2009 and January 31, 2010, an applicant's service must be off in order to be eligible to receive a Dollar Energy Fund Grant.
February 1 - February 28
Between February 1, 2010 and February 28, 2010, Dollar Energy will accept applications for customers whose service is either off or in threat of termination.
March 1 (Funds Permitting)
On March 1, 2010, the Grant Program will open to all eligible customers regardless of their service status.
*When the percentage of funds remaining reaches 10%, applications will only be accepted for customers whose service is off.
Income Level:
The total gross household income must be at or below 200% of the 2009 Federal Poverty Income Guidelines.  The 2009 FPIG will be in effect until February 1, 2010.  The 2010 FPIG will take effect on February 1, 2010 and will remain in effect for the remainder of the program year.
Sincere Effort of Payment:
Applicants need to make payments totaling $150 in the 90 days prior to applying for a grant.  Pledges made on an applicant's behalf and other grants cannot be counted toward the sincere effort of payment.

Exceptions can be made in cases of extreme hardship.  Any applicant age 62 years of age or older will have a payment requirement of $100.
Minimum Balance Requirement:
Applicants must have a balance on their gas bill of at least $100.

Senior citizens, age 62 years of age or older, may have a $0 balance but are not eligible for assistance if there is an existing credit on their account.
Other Requirements:
Income eligible clients must apply for LIHEAP or CRISIS when those programs are open.

The account must be a residential, single home or apartment.  Accounts which are cooking only, industrial or an apartment with a shared utility service are not eligible for assistance.

The rate payer must be an adult currently living in the household.
Maximum Grant Amount:
The maximum amount that will be granted towards the gas bill is $500.

Applicants are eligible to receive one grant towards the gas bill each program year.
