| Energy Help Fund (EHF)
The EHF Program may allow a qualified low income residential customer to obtain
a discounted monthly payment for their gas bill. Other benefits of the EHF
Program may include reduced rates and credits toward past due
balances when monthly payments are made on or before each monthly bill payment date. Call 1-866-276-4055 for more

| Wise Choice Weatherization Program
This program may help reduce the gas usage of your home so that you may have lower
monthly utility bills. A qualified home may receive a wide range of free services including but not limited to: installation of attic and wall insulation, door sweeps,
caulking and weather stripping,
furnace or boiler inspection and tune-up and a water
tank inspection.
A comprehensive energy audit and inspection of the home may be performed as well.
The inspector will even advise you about many
energy savings tips.
There are several application requirements for this program. The gas usage
history of the home, your income, the type of home and the amount of time you have
lived in the home are part of the application for this program.

| CARES
The Customer Assistance and Referral program (“CARES”) was designed and
developed with the support of the Pennsylvania Public Utility Commission. The T. W.
Phillips' CARES representative may be able to help customers who are experiencing
a temporary hardship by referring those customers to assistance programs specific
to the customer's need. Some of these programs may be housing programs, utility
and government sponsored energy assistance programs, budget counseling, food programs,
Social Security, home health care agencies and even programs administered by the
PA Department of Aging and Long Term Living.

| Step 1 (LIHEAP)
Energy Assistance LIHEAP is a federally funded grant to help customers pay their
winter heating bills. To be eligible for this benefit, you must be responsible
for home heating costs.

| Step 2 (CRISIS)
To be eligible for a Crisis grant, you must have an energy emergency. A Crisis
grant can help with the following:

Pay utility bills if your service may be shut off because you could not pay
your bill.

Pay utility bills and the turn-on charge to get service on if your service has
been shut off.

Pay to do any of the following:

buy a new heating system
-
thaw frozen pipes
-
repair broken furnaces
-
repair heat-related water heating systems
-
repair gas or fuel lines
-
repair broken windows

| Step 3 (Dollar Energy)
You must have made a sincere effort to pay your utility bill in the past six
months. You must have a payment agreement with your utility. T.W. Phillips has
a list of screening agencies where you can apply for a Dollar Energy grant.

| Step 4 (Local Churches)
Many churches offer financial aid to their parishioners. Some churches have
funds set up especially for people who are at risk of losing their utility
service. Please contact your church to see if they have such a program.
